On a healthy PS4, you press the power button and the indicator LED briefly pulses blue, then transitions to white once the console boots into the system menu. The blinking blue light fault is when that transition never happens. The LED keeps pulsing for a few seconds, then the console shuts off. Nothing appears on the TV.
The console is telling you something failed somewhere in the power-on sequence. The actual fault has to be identified on the bench because BBL can be triggered by problems in several different subsystems.

All three generations can produce the BBL fault. They share the diagnostic approach but differ in which subsystems tend to fail most often. PS4 Pro has a more complex internal layout and the diagnosis takes longer to set up mechanically.
