PS4 disc drives have been around long enough that the common failure patterns are well-documented. What you're seeing probably falls into one of these:
The original PS4 launch hardware (CUH-10xx and 11xx) has been in service for over a decade in some cases, and the disc drives show their age. The rubber belt that drives the disc tray stretches with time, the laser slowly loses output power, and the gears wear. None of these are unfixable, they're just the normal failure modes of a drive that's been pulled in and ejected thousands of times. Belt replacement is a small, inexpensive job. Laser replacement is more involved but straightforward.
The console comes apart down to the disc drive assembly. If there's a disc stuck inside, that comes out first, safely. Then the drive gets bench-tested with a known-good disc to see exactly which stage of the process is failing: load, spin-up, read, or eject. From there we know whether the work needed is a belt replacement, a gear swap, an eject motor or sensor, a laser replacement, or component-level repair on the drive control board.

Safe removal of a disc trapped inside the drive when the eject mechanism has failed, done on the bench without damaging the disc.
Repair or replacement of the eject sensor or eject motor when discs are being immediately ejected after insertion, or won't eject at all.
Bench testing the laser assembly for read failures and replacement when the laser has degraded. The original PS4 launch consoles are particularly prone to this after ten years of use.
On older PS4 drives, the rubber belt that drives the disc tray can stretch or break. Belt replacement and gear cleaning brings the drive back without needing a full mechanism swap.
